Jenniffer González Colón has been sworn in as Puerto Rico’s new governor as the island prepared for a normally ebullient ceremony overshadowed by widespread anger over a blackout that hit the U.S. territory days ago.

While power has been restored to most of the island, Puerto Ricans can expect to experience temporary blackouts as Luma tries to meet demand, the company stated. It asked customers to conserve electricity and to rely on batteries when possible. On Tuesday, at around 5:30 a.m. local time, Puerto Rico experienced a massive power outage.
