The New York City Council is poised to pass legislation aimed at curbing disruptive protests outside synagogues, as officials weigh Jewish security concerns against free speech protections for pro-Palestinian and progressive activists.
A bill that passed on Thursday was a watered-down version of what the New York City Council speaker vowed to pass after an intense protest outside a synagogue last year.
The bill requires the NYPD to form a plan for how to address and limit obstruction, intimidation and physical injury. That plan, shared with the mayor and the speaker, would determine whether “security perimeters” are needed.
