It began with a dream: Arterial transit better than buses, but less costly and easier to build than Metrorail. Something that could be built in a handful of years for about the cost of a new high school, that would deliver fast, reliable, high-capacity trunk transit service. A sort of municipal, rather than regional, mini-metro.
