R esidents from the Great Plains to the southern Atlantic Coast are bracing for flash flooding on Monday after up to 14 inches of rain fell in a short amount of time over the weekend in parts of Wisconsin, prompting numerous water rescues in Milwaukee.

Flash flooding canceled the final day of the Wisconsin State Fair on Sunday as heavy rainfall in several Midwest states forced motorists to abandon their vehicles, cut power to thousands of households and closed busy roads.

Milwaukee County was under a state of emergency Sunday as several roads were blocked off and neighbors impacted by flooding tried to salvage what's left after what's being called a historic rainfall.
